James Louks – CEO and President
Mr. Louks has spent the last 40 years working in the communications industry. He brings hard won knowledge and experience to his vision for FiberPoP, as well as the leadership and commitment to build the “next generation” of communications companies.
Prior to founding FiberPoP, Mr. Louks served as owner of C & L Communications, Inc., a privately held communications infrastructure developer based in Owatonna, Minnesota, where he remains a principal.
A second generation owner and operator, Mr. Louks began his career as a laborer in the family business and helped to pioneer the company through its many “first of their kind” and “largest systems of their type ever built” projects, until he and his brother purchased the company in 1990.
Earning an enviable reputation within the industry and the communities served, C&L’s impressive history covers the build-out of fiber optic infrastructure in many schools, institutions and government locations throughout the upper Midwest, including over 15,000 miles of main line and fiber, and over 2,000,000 related connections. From 1983 to 1990, under a contract with AT&T, Mr. Louks designed, built and maintained communication systems for many colleges, universities, private businesses and municipal, state and federal complexes. The list includes, among others, Minot Air Force Base, Mayo Clinic, IBM, Prudential, 3M, American Express, General Mills, WCCO, Gillette and Abbot Hospitals, the States of Minnesota, Wisconsin, Iowa and South Dakota. From 1976 to 1982, Mr. Louks built out larger projects throughout the region and from 1966 to 1975 he managed C & L Construction Company, installing underground communications cable for Northwestern Bell.
Mr. Louks received his Business Administration education
at Mankato State University, still holds
a Power Limited Technician License
in the State of Minnesota and has fiber optic cable
theory, installation, splicing and testing training from AT&T, Siecor,
BerkTek and Panduit.
Wayne Kopesky – Chief Sales Officer
Mr. Kopesky is consulting to FiberPoP Solutions Inc. and is leveraging his exemplar sales record of meeting and over-achieving sales goals for more than 20 years. He has account and sales management experience and expertise in contract negotiations, training/development, and marketing analysis. He is proficient in directing sales teams through multi-faceted sales campaigns and execution of business strategies in the healthcare, ERP, e-Commerce, and business intelligence marketplaces. He is a proven, skillful and versatile leader capable of generating revenue through aggressive marketing tactics and reliable forecasting.
Mr. Kopesky is co-founder and principal of CRM Consulting, a reseller of Aplicor CRM software, and fills the role of Chief Sales Officer. He launched and served as General Manager of EXB, a software engineering services company and affiliate of Sysdyne. Mr. Kopesky earned the distinction of Sales Representative of the Year among 500 peers at Sperry/Unisys where he was the lead account manager on the Fairview Health Services account and sold more than $35 million dollars of hardware, software and services. He established domain expertise in manufacturing selling ERP systems as a corporate sales executive at System Software Associates and directed a sales organization for EXI that grew revenues from less than $1 million to over $12 million in three years, closing several multi-million dollar embedded software engineering projects at Honeywell, Ametek, and Carl Zeiss Germany and carried the responsibility as project manager for a major Honeywell implementation.
Mr. Kopesky holds
a Master’s degree in Science
and Education from the University of Iowa and a
Bachelors of Science from Mankato State University, with majors in Physics, Chemistry, Biology and
Mathematics and is APICS certified in integrated resource management. He is also certified to conduct
Strategic Selling Workshops (Miller
Heiman) and Solution
Selling Seminars (Michael Bosworth). Mr. Kopesky graduated from the Sales Management Executive Program at the
Curtis Carlson School
of Management Executive
Development Center in 1999.
Chief Operating Officier
Peter Maracotta is a seasoned Executive with strong P&L management experience driving market share, revenue and profit growth. As a Consultant for the past decade, he has successfully led many start-ups from the ground up by creating new business opportunities within the Entertainment, Healthcare and Financial sectors. His Key qualifications as a Business Consultant include:
Mr. Maracotta is providing consultative support to FiberPoP Solutions, Inc. In this capacity, Peter is acting as its Chief Operating Officer. His background has enabled him to lead the creation of the current FiberPoP Business and Marketing Plans. Coupled with these activities include Product Development and its associated Financial Impacts across the business. Given that this corporation is in the startup phase, Mr. Maracotta will provide management structure to develop and implement the business plan.
Mr. Maracotta was the Founder and Principal of SoftNet Inc., a Private Technology Consulting Firm. Recognizing an opportunity to provide technology and consulting services to small businesses, Peter developed a business plan, hired staff, and launched the business The company develops and executes Technology Solutions for new and existing clients including Technology Readiness Assessments and Planning, IT Assessments, Virtualization, Storage and Network Architecture, Security Assessments including Data Compliance, and Modular IT Services for Healthcare, Life Sciences, legal and accounting Providers.
Mr. Maracotta was an executive at AT&T Corporation. In this capacity Mr. Maracotta was a member of the Business Team responsible for Product and Marketing development to AT&T’s top 100 clients. Peter’s responsibilities encompassed Product Management, Marketing and Customer Care. This included the management of a portfolio of new and mature products and services with a P&L of $850M. This position required Peter to exceed strict quality control standards as defined by the corporation as well as all regulatory bodies. As a result the business grew 18% and increased its customer satisfaction measurements by 32%. His revenue and cost targets were consistently hit year over year. Mr. Maracotta was charged with creating a new billing system methodology to handle the new pricing structures within business services. A new pricing schema was designed which lookedacross the company’s silos, enabling the billing systems to bundle correctly. This billing system has been adopted as one of the premier business systems within the corporation.
Mr. Maracotta holds a Master of Business Administration from Colorado State University, a Master of Science in Industrial Engineering from The Pennsylvania State University, a Master of Science in Operations Research from The Pennsylvania State University, a Master of Science in Statistics from Rutgers, The State University Of New Jersey, a Bachelors of Science in Physics and Mathematics from Mansfield State University of Pennsylvania.

Chief Technology Officer
Silas Kung is a chief electrical engineering scientist and physicist who has founded several private practices and is currently the President, CEO and Founder of KG Technology Associates focused on thin film advanced hybrid material modulators. He is also consulting with FiberPoP Solutions leveraging his entrepreneurial and business acumen to help bring the next generation of wireless technology to the commercial marketplace.
Silas started his career as a Quality Control & Reliability Engineer at Fairchild Semiconductor where he developed the industry’s first QAP (Quality Assurance Procedures) with a professor of Law at the U.C. Berkley covering all materials, in-process and out-going products inspection and quality control using statistical techniques. He also pioneered the development of the Reduced Pressure Thin Film Epitaxy manufacturing technology and conducted in- depth comparative studies on all existing Epitaxy growth technologies in addition to leading his engineering team to have successfully militarized 16-bit microprocessor, 4K DRAM & 4K GA to support 3 major electronic warfare programs.
While at Sperry Corp. (Now Unisys) Silas worked as Group Manager leading his Corporate System Packaging Team to have successfully developed proprietary thin film MCM (Multi-Chip-Module) & TAB (Tape Automated Bonding) technologies with 12 patents filed under SPERRY, that were sold by Unisys to NEC.
At Compaq Computer Corp. (Now Hewlett Packard), Silas was a Principal Staff Consultant/Group Manager and a Program Manager. He built a world class multi-disciplinary team to commercialize MCM, Multi-Chip-Module, technology with 2 high speed transmission lines & thermal simulation/test labs.
At PCO, a fiber optics company, Silas directed his R/D team to develop a 2nd generation of 500Mbs FDDI & 1Gbs SONET transceivers, and his manufacturing team >90% high fab yield FP, BCMQW, ELED & DFB lasers, based on InP (Indium Phosphide which was classified as MIL material that has been recently de-classified).
Despite his busy career, Silas makes time to be involved with community and professional organizations. He is active in the annual fund drive for Catholic Charity, Salvation Army, The Red Cross, The American Heart, Lung Associations and The American Breast Cancer Research Institute, plus mentoring local high school graduates. He served as a non-stipend Science Advisor to the Honorable Congressman Gil Gutknecht when he was the Vice Chairman of the House Science Committee. He has served as a City Industrial Development Council Member at the City of Sunnyvale, CA. . He is also a visiting scientist to The Medical Imaging Resources Lab of the Mayo Clinic, Rochester, Minnesota.
Silas has been awarded a NRC Research Fellowship, Sir Graham Scholarship, IEEE “Key To The Future” award, and Listed Potential Staff to Superconductive Super Collider Lab/Dallas, TX.
After earning his undergraduate electrical engineering diploma in Hong Kong, Silas graduated from Memorial University in Newfoundland, Canada with a Master of Science degree in semiconductor physics
Glenn Nordell –
Director, Business Operations
Mr. Nordell worked much of his career with Xcel Energy in Information Technology heading up various teams in several areas of the business. Following an Xcel Energy outsource to IBM, Glenn was Business Area Manager for Electric Utility. He managed the transition of the Energy Delivery area between Xcel Energy and IBM and all the associated Business Information Systems within that business unit. He became an IBM employee after the outsource where he managed a staff of 36 business application analysts (employees & contractors) who supported a wide variety of business functions including Electric and Gas Distribution, Geographic Information Systems, and Work Management Systems.
Mr. Nordell was also the Manager of Combustion & Hydro Generation, Information Technology Applications and Infrastructure. He managed a staff of 18 business application analysts (employees & contractors) who supported a wide variety of business areas including 13 Generating Plants in MN, WI, SD; Environmental Services; Production Support, and Fuel Management. Prior to any Business Information Technology in the power plants, Glenn convinced the Management Team to initiate development of Work Management, Safety Tag Out, Personnel Information, Stock Room Management, Machinery History and Timekeeping systems. Glenn put the staff together, purchased computer hardware and managed the building of all these systems that had major impacts on how the business was run so effectively throughout all the power plants.
Prior to his management positions within the power company, Mr. Nordell had served 7 years with the
US Navy where he was qualified for engine room supervision and operations of a nuclear submarine. He had training in Nuclear Science, Mathematics, Physics, Reactor Operations, Electrical and Machinery Operations.
Douglas Maxwell Director, Business Operations
Mr. Maxwell comes to FiberPoP with over 20 years of business and information systems consulting experience. Owner and manager of Maxwell & Company, a provider of business systems design and implementation services, Mr. Maxwell has been leading world class teams to successful execution in business, sales and technical environments for Fortune 500 companies, government organizations and middle market businesses since the company’s inception in 1993.
Mr. Maxwell was a Sr. Consultant with York & Associates, a leading edge provider of custom software solutions for large corporate clients, from 1986 to 1993 and an internal consultant and applications manager for First Bank Systems from 1983 to 1985. He managed information systems for 4 manufacturing companies, under a parent organization, from 1980 to 1983.
Mr. Maxwell holds bachelor degrees in Child Psychology and Social Welfare from the University of
Minnesota and served in the Navy’s nuclear submarine fleet for 6 years.
